Kuwait is hiring again in 2026, and Indian workers are a big part of it. On Resume Arab alone, a Kuwait oil and gas contractor posted more than twenty trade vacancies in October 2026, from helpers to foremen. But Kuwait is also one of the strictest Gulf countries on paperwork. One wrong job title, an unattested certificate or a police certificate from the wrong office can hold your visa for weeks.
This checklist explains every document an Indian worker needs for a Kuwait work visa in 2026, in the order you will actually need them, plus the new rule on job titles that every worker must understand before signing anything. You can tick these off in our free visa checklist tool, which adds the India-side emigration step for you.
How the Kuwait work visa works, in one minute
You cannot apply for a Kuwait work visa yourself. The process always starts with the employer:
- Your employer in Kuwait applies to the Public Authority for Manpower (PAM) for a work permit in your name, within its approved quota.
- Once PAM approves, the employer gets an entry visa (often called the "NOC" or work visa) issued for you.
- You complete medical, attestation and emigration steps in India, then fly.
- After landing in Kuwait, you do a second medical, fingerprints and then get your residence and Civil ID.
Your job in all this is to keep your documents correct and ready, so that you are never the reason for delay.
The new 2026 rule: your job title must match your qualification
This is the most important change for 2026. Kuwait's Ministerial Circular No. 1 of 2026, reported as effective from 2 June 2026, requires that a worker's registered qualification, job title and the actual nature of the work are compatible. It also allows workers inside Kuwait to correct a mismatch, but only when the facts support it (Wego β Kuwait's new expat qualification rules). It replaced a 2025 freeze on job-title changes, and PAM has also tightened work-permit checks on certificate authenticity and role alignment (Kuwait Times β PAM tightens work permits).
What it means for you before you go:
- Check the job title on your offer letter and visa. If it says "Electrician", your attested certificate should also be for an electrician trade, not "Helper" or "Driver".
- Do not accept a visa under a different profession "just to enter, we will change it later". Under the new rules, that change may not be possible, and your residence renewal can be refused.
- Keep your trade certificate, ITI or diploma, and experience letters consistent with the title on your CV.
The complete document checklist
1. Passport
- Valid for at least six months, and ideally much longer, because your Kuwait residence will be linked to it.
- At least two blank pages.
- Note whether it is ECR or ECNR. This decides the emigration step below.
2. Educational and trade certificates, attested
For skilled jobs, your degree, diploma or trade certificate must be attested in India first and then by the Kuwait Embassy. The usual chain is state-level attestation, then the Ministry of External Affairs (MEA) apostille or attestation, then the Kuwait Embassy. Transfer guides in 2026 (Wego β Kuwait work permit transfer) report that skilled-role transfers are refused when degrees are not attested by the Kuwaiti embassy in the issuing country, so do it properly the first time.
3. Experience letters
On company letterhead, with your job title, dates (month and year) and the employer's contact details. The title must match your visa profession and your CV.
4. Police Clearance Certificate (PCC)
Apply through Passport Seva for a PCC for Kuwait. A certificate from your local police station is generally not accepted for this purpose, so use the passport office route. Keep the original and a scan.
5. Medical examination
Kuwait requires a pre-departure medical at an approved centre. Book it through the official Gulf medical appointment system as instructed by your agent or employer, and only at the approved centre named in your appointment. Never pay a middleman to "pass" a medical.
6. Employment contract and offer
Read the salary, food, accommodation, transport, working hours and contract period before signing. The basic salary should match what was offered. For example, Kuwait trade vacancies on Resume Arab in October 2026 offered Electrician at KWD 140 and Electrical Foreman at KWD 220β240 a month.
7. Photos
Recent passport-size photos on a white background. Keep a soft copy on your phone too.
8. Emigration clearance (ECR passports)
Kuwait is an ECR country. If your passport is ECR, your registered recruiting agent must obtain emigration clearance on eMigrate before you fly (MEA β Emigration Clearance System). Check that your agent is registered on eMigrate before you pay anything. Our ECR and eMigrate guide explains each step.
9. Pre-departure orientation
The Ministry of External Affairs publishes a pre-departure manual for workers going to Kuwait, covering labour rights, contracts and where to get help (MEA β Pre-departure manual for Kuwait). Read it once before you travel and keep the Indian Embassy helpline number saved.
After you land in Kuwait
Your employer or its PRO will take you through:
- A second medical test in Kuwait.
- Fingerprints and biometrics.
- Residence stamping, and then the Civil ID card from the Public Authority for Civil Information (PACI). The Civil ID is needed for almost everything in Kuwait, from a bank account to a SIM card.
Until your Civil ID is ready, keep a copy of your visa and passport with you at all times.
Mistakes that delay Kuwait visas
- Visa under a different profession. The 2026 rule makes this risky. Ask for the correct title before the visa is issued.
- Unattested certificates. A skilled visa without Kuwait Embassy attestation can stop at PAM or later at renewal.
- Local police certificate instead of Passport Seva PCC.
- Paying an unregistered agent. Only eMigrate-registered agents can process ECR clearance, and the service charge they may take is capped by Indian law.
- CV not matching documents. Your CV, certificate and experience letter should tell the same story. Build a clean, consistent CV with our Gulf CV builder before the agent asks for it.
