If your Indian passport says "Emigration Check Required" (ECR), there is one extra step before you can fly to most Gulf jobs: Emigration Clearance through the government's eMigrate system. Many workers only find out at the airport. This guide explains who needs it, which countries it applies to, and how to get it right.
ECR vs ECNR: which one are you?
- ECR (Emigration Check Required): shown on your passport. Generally applies to people who have not completed the education level the government sets for ECNR status.
- ECNR (Emigration Check Not Required): no clearance needed for employment abroad.
Check the last page or the personal details page of your passport, or ask at a Passport Seva Kendra if you are unsure.
Which countries need emigration clearance?
ECR passport holders need Emigration Clearance when going for employment to the ECR countries listed by India's Ministry of External Affairs. The list includes all six Gulf countries β Saudi Arabia, UAE, Qatar, Kuwait, Oman and Bahrain β plus others such as Malaysia, Jordan and Iraq.
ECR passport holders travelling to these countries for other purposes (visit, Umrah, tourism) do not need emigration clearance.
Sources: the Ministry of External Affairs' overview of overseas employment work (April 2026), which names 19 ECR countries, and its Emigration Abroad for Employment page. Last checked: October 2026.
The full ECR country list (April 2026)
According to that MEA overview, the 19 ECR countries are: Afghanistan, Bahrain, Indonesia, Iran, Iraq, Jordan, Kuwait, Lebanon, Libya, Malaysia, Oman, Qatar, Saudi Arabia, South Sudan, Sudan, Syria, Thailand, the UAE and Yemen. Older MEA pages mention 17 or 18 countries, so the list does change; check the current one before you travel. MEA guidance also notes that clearance is currently not given for some conflict countries, such as Iraq, Libya and Yemen, so treat any job offer there with great caution.
How emigration clearance works
- Your foreign employer and a registered recruiting agent (or the employer directly, where allowed) register the job on eMigrate.
- Your details, passport, visa and contract are uploaded and linked to the job.
- The Protector of Emigrants (PoE) office processes the clearance.
- Once approved, the clearance is linked to your passport and checked at airport immigration.
Why eMigrate protects you
- It confirms the recruiting agent is registered with the government.
- Your contract terms are recorded, which helps if there is a dispute later.
- You are covered by the Pravasi Bharatiya Bima Yojana (PBBY), the mandatory insurance for ECR workers. Under the 2017 version described by the Ministry of External Affairs, it pays βΉ10 lakh for accidental death or permanent disability abroad, includes hospitalisation cover, and costs a one-time premium of βΉ275 for two years or βΉ375 for three years. The Indian Embassy in the UAE notes the cover continues even if you change employer or location.
Can you move from ECR to ECNR?
Yes, in many cases. The main ECNR category is people who have passed Class 10 (matriculation) or higher, along with some other categories such as income-tax payers and certain professional degree holders. The Ministry of External Affairs explains the categories in its booklet Emigration and You. If you qualify, apply for a passport reissue through Passport Seva with your attested marksheet; the new passport will not carry the ECR endorsement, and you will not need emigration clearance for future jobs. Do this before you start applying abroad, because a reissue takes time.
On the day you fly
At the emigration counter, officers check that your passport, visa and eMigrate clearance all match. Carry printed copies of your visa, contract and PBBY policy in your hand luggage. If the officer finds no clearance on an ECR passport going for work, you can be stopped from boarding, even with a valid visa. Arrive early, answer questions honestly, and never agree to "travel now, clearance later" offers from agents.
Common problems (and fixes)
- Unregistered agent: check the agent's licence on eMigrate before paying anything.
- Visa and contract mismatch: job title or salary differs between visa, contract and eMigrate entry β ask the agent to correct it before travel.
- Last-minute discovery: check your passport status (ECR/ECNR) as soon as you get an offer.
Documents to keep ready for clearance
Your agent or employer files the clearance, but they will need these from you:
- Original passport with at least six months' validity (more is better)
- Valid employment visa for an ECR country
- Signed employment contract, matching the visa job title and salary
- Proof of the PBBY insurance policy
- Medical fitness result where required (Wafid for GCC countries)
If any of these do not match, the Protector of Emigrants can reject the application, which costs you time and sometimes the job.
What other countries call it
If you are not from India, your country has its own clearance step β for example, Pakistan's Protector of Emigrants via BE&OE, Bangladesh's BMET manpower card, Nepal's DoFE labour permit, the Philippines' DMW/OEC, Sri Lanka's SLBFE registration and Indonesia's BP2MI registration. The Visa Checklist tool adds the right step when you choose your home country.
