HR Officer CV Format for UAE and Saudi Jobs 2026: WPS and Labour Law

HR jobs in the Gulf are different from HR jobs almost anywhere else, because so much of the work is about visas, labour law and government portals. An HR Officer CV that only says "recruitment and employee relations" will look generic to a UAE or Saudi employer. This guide shows how to write an HR CV that proves you can handle the Gulf side of the job.

What a Gulf HR Officer actually handles

In most UAE, Saudi, Qatari and Omani companies, an HR Officer or HR Generalist covers:

  • Recruitment: job posts, screening, interview scheduling, offer letters
  • Visa and immigration processes: employment visa, medical, Emirates ID or Iqama, renewals and cancellations β€” often together with a PRO
  • Payroll support: monthly salary inputs, the Wages Protection System (WPS), leave salary, overtime
  • Labour law compliance: contracts, working hours, leave, end-of-service gratuity
  • Nationalisation targets: Emiratisation in the UAE, Saudisation (Nitaqat) in Saudi Arabia
  • Employee records and onboarding

Your CV should show which of these you have actually done.

The right CV format

  • 2 pages for experienced HR professionals, 1 page for juniors.
  • Single column, plain text, PDF.
  • Header: name, title ("HR Officer β€” Recruitment, Payroll & UAE Labour Law"), WhatsApp with country code, email, nationality, visa status.
  • If you are a Gulf national, put it clearly in the header. Employers with Emiratisation or Saudisation targets look for this first.
  • Order: Profile β†’ Core skills β†’ Experience β†’ Certifications β†’ Systems β†’ Personal details.

Profile example

HR Officer with 5 years in UAE trading and facilities companies. Runs end-to-end recruitment for 150+ staff, processes monthly WPS payroll inputs, manages visa and Emirates ID renewals with the PRO, and calculates gratuity under UAE Labour Law. CIPD Level 5 in progress.

Include only what you have really done:

  • UAE: UAE Labour Law (Federal Decree-Law No. 33 of 2021), MOHRE contracts, WPS payroll, Emirates ID and visa processing, Emiratisation and the Nafis platform
  • Saudi Arabia: Saudi Labour Law, Qiwa contracts, Mudad (wage protection), GOSI registration, Nitaqat / Saudisation reporting
  • General HR: recruitment lifecycle, onboarding, HR policies, leave management, performance appraisals, employee relations
  • Payroll: gratuity calculation, leave salary, final settlement
  • Systems: Bayzat, Zoho People, SAP SuccessFactors, Oracle HCM, MS Excel

Gratuity: a detail that shows you know UAE law

Under the UAE's Federal Decree-Law No. 33 of 2021 (in force since 2 February 2022), a full-time employee with at least one year of service earns gratuity of 21 days' basic wage per year for the first five years and 30 days per year after that, and resignation no longer reduces it. A line such as "calculated final settlements and gratuity under the 2021 UAE Labour Law" tells an employer you are up to date.

Real bullet points you can adapt

HR Officer β€” facilities management company (Dubai)

  • Managed recruitment for 180 roles in one year, from job posting to joining, with an average time-to-hire of 21 days
  • Prepared monthly WPS salary files for 400+ employees with zero rejected transfers
  • Tracked 350 visas and Emirates IDs and renewed every one before expiry
  • Calculated final settlements and gratuity under the 2021 UAE Labour Law

HR Executive β€” manufacturing company (India)

  • Hired 60+ shop-floor and office staff a year through portals and campus drives
  • Maintained attendance and leave records for 500 employees and prepared payroll inputs
  • Handled PF and ESI registrations and monthly statutory filings

If your experience is from India, statutory work like PF/ESI shows you can handle government compliance β€” mention it, then show you know the Gulf equivalents.

Gulf nationals and expatriates: one CV, different emphasis

  • Gulf nationals applying for HR roles should state nationality in the header and highlight any experience with nationalisation programmes, government portals and Arabic correspondence. Passport and visa fields are not needed.
  • Expatriate candidates should show visa status and notice period, and prove they know the local labour law and portals β€” or that they have done the same kind of work in their home country (for example PF/ESI or other statutory filings).

Both should keep the CV in plain English (or English and Arabic if the employer asks), in a single-column, ATS-friendly layout.

Mistakes to avoid on HR CVs

  • Only soft skills ("people person", "good communicator") with no processes or numbers
  • Not mentioning visas, WPS or labour law β€” the core of Gulf HR
  • Using a template with tables, icons or skill bars that ATS software cannot read
  • Hiding your nationality or visa status β€” Gulf HR recruiters need it immediately
  • Claiming Emiratisation or Saudisation work you only heard about

Interview: what Gulf employers ask HR candidates

  • "How do you calculate gratuity for someone with 6 years' service?"
  • "What happens if WPS salary is paid late?"
  • "Walk me through a new employee's visa process from offer to Emirates ID."
  • "How would you plan to meet an Emiratisation target?"
  • Expect practical scenarios, not theory.

Salary context (UAE)

Reported HR Officer salaries in the UAE vary widely: around 80% of reported HR Officer salaries fall between about AED 7,750 and AED 21,987 gross per month, and some entry-level adverts start lower (around AED 3,500). HR Manager averages are reported at roughly AED 18,500 a month.

FAQ

Is CIPD or SHRM required for HR jobs in the UAE?

Not always, but many adverts prefer one. A certification in progress is worth listing.

Should Gulf nationals write their nationality on an HR CV?

Yes β€” put it in the header. Many employers have nationalisation targets and look for it first.

I am a PRO, not HR. Can I apply for HR Officer roles?

Yes, if you show HR tasks too β€” recruitment, payroll inputs, records. Your visa and government-portal experience is a real advantage.

How long should an HR CV be?

One to two pages. Keep detail on the last 10 years.
